The Texas Legislature finally tackled property tax reform in the second specially called legislative session in 2023. After the Legislature adjourned sine die on May 29th, around 6:00 PM, the Governor announced his first called special session to begin that same evening at 9:00 PM on property tax reform. The House and Senate could not agree during that special session on how those reforms should look, and after 30 days, the Governor called them right back again. Fortunately, this time they were able to compromise and the Governor signed property tax reform into law.
As a result, we have a brief respite in Austin. The Senate has already announced it will return on September 5th to begin deliberations regarding the impeachment trial of Attorney General Ken Paxton. The Governor has already announced that once that ends, he will call another special session to tackle school choice. There may be additional special sessions after that as well, still to be determined.
As always, I will continue to keep ARAWC members informed about what is happening in Austin, particularly if there are potential impacts on your business model.
